Can I speak to someone about the favoritism given to an employee?

Most companies have a hotline for waste fraud and abuse. Employees are to be treated equally and consistently. Favoritism is prejudice, and it has no place in the work sight. It will cause internal turmoil. It is bad for a company. The problem should be addressed but through the proper chain of command.
