I've got a 96 cavalier that has low idle and making a weird sound ...sounds internal?

My 96 cavalier is making an on and off sound and it sounds like it's coming from something internal. It sounds like someone gargling water. It's not constant and seems to be coming from the block area of the car. It also idles very low. It just recently started doing this. Also, when I turned the wheel all the way to the right the lights flickered and i heard a click sound. Thanks
