Photoshop CS2 help??? (about color)?

I had Photoshop Cs2 for several months on my computer but never bothered using it (It was my brothers). I'm reading tutorials to find out how to create advanced text animations, texture, etc. One of the steps says "2. Duplicate the layer, change the color to: #afc4d2 and rasterize the text." Problem is I don't know how to change the color of the text by typing in "#afc4d2:. Can anyone help me?
