What should be done to make Israel stop it's terrorizing policy against the Palestinians?

In most civilised countries this 11 year old boy is considered a minor and should have had the legal right to have a parent or guardian present at the police station. Unfortunately for him Israel is not such a country and imprisons young children. (340 at the last count) A policy which learned Judge Goldstone calls collective punishment ,practiced by the Nazis during WW2.
