Do I have a case in small claims court?

I bought a car a little while ago for $1900 and the registration for it was expired when I bought it. This is my first time buying a car and I don't know what questions to ask or what to look for. I went to have it smog checked and it failed and now I can't register it until it does. I want to get my $1900 dollars back but I don't know how to go about doing so...what can I do?
