Why Doesn't Al Gore Have To Get Scanned Or Felt Up Before Getting On His Jet?

Why are the ultra rich with access to private jets exempt from getting hared by the TSA? We all know a lot of terrorist groups are very well funded and could easily get access to a private jet. So why isn't Mr hope and change forcing the TSA on the ultra rich?
